Dr Andrew Tarrant
Associate Director, EU Affairs Lead
Dr Andy Tarrant is a lawyer, strategic advisor, communications specialist and Policy Impact Partners’ Associate Director of EU Affairs based in Brussels and London. Andy has held senior leadership positions in both the public and private sectors, specialising in EU and UK regulatory issues. He is also a senior advisor at Whitehouse Communications and consultant for Policy and Regulation Initiative for Digital Africa.
Earlier in his career Andy was Head of Government and Regulatory Affairs for British Telecom Plc’s (“BT”) Global Services Division; Director of Regulatory Affairs at the European Competitive Telecommunications Association; a senior competition lawyer at BT; and Head of the International Section at the UK telecommunications regulator. He qualified as a solicitor with the international law firm, Herbert Smith.
In recent years Andy has been the Head of Strategic Communications and Head of Policy and Government Relations at B&CE Ltd, a workplace pension provider, and prior to this Andy was the senior parliamentary advisor to the UK shadow Europe minister, and before that to the shadow pension minister. He was a consultant on Brexit for the Tony Blair Institute for whom he wrote widely reported papers on the effects of Brexit on the UK trade in services and the consequences of leaving the customs union.
Andy recently completed a mastère spécialisé “expert en affaires publiques européennes” at l’ENA. He has a PhD in political science and postgraduate degrees in economics, European law, European politics and political journalism. His first degree was at Oxford University in history.
